"Characterized by a
small population and narrow economic base, Lincoln County and the
City of Caliente face significant barriers to provision of community
services and facilities. Limitations in private land suitable
for development further constrain local capabilities to assimilate
new growth. Given these conditions and the propensity for
federal nuclear waste management activities within Lincoln County to
encourage population inmigration, various studies were undertaken to
evaluate community capacities to assimilate growth."
