"The potential for
the federal government to ship nuclear waste by rail and truck
through Lincoln county and the City of Caliente, coupled with the
volunteer nature of local emergency response services, raise the
importance of emergency management as an issue. To enable the
County and City to understand existing local capabilities and
potential response requirements, a variety of studies focusing upon
emergency management have been undertaken."
