areas, communities within Lincoln County have developed unique
social fabrics. construction and operation of nuclear waste
management facilities by DOE in Lincoln County may serve to alter
the social environment characterizing area communities. Such
changes may occur as existing residents elect to outmigrate from the
County. New residents may bring new perspectives on issues
such as education, community service standards, community
appearance, morality, and ethics, among others..."
